Tier II Import File Specification

This "Import" option allows you to submit an ASCII file containing chemical information for the facilities you have Editor or Filer access to, along with the Filing year the import is be applied to. This feature was designed to accommodate those companies whose facilities have large numbers of chemicals and/or they already have some electronic means of generating the Tier II. When submitting an Import file, its contents will be verified, and you will be notified IMMEDIATELY of any errors it contains. If no errors are found, its contents will be applied during the next night's run. When an Import file is processed, it first deletes all existing chemicals for any facilities represented in the Import file, then it imports the chemicals represented in the file. Multiple Import files submitted during a single day will be processed in the order they were received.

Click 'Browse' to find the file on your computer that you have created for this import. Once you have located the file you wish to import, click 'Submit' to begin the validation process. You will be notified immediately of any errors in the formatting of your text file. Remember, once the file is fully compliant, you will not be able to see the information until the next day.

Below is the specification of how an ASCII import file should be formatted. For fields such as the Facility ID or Number of Days on Site, or Chemical Name (see table below) which the column length may be longer than the value you have to place in it, simply append spaces at the end of the value until it is the appropriate length. Trade Secret chemicals need to have a date in the format MM/DD/YYYY and do not need to have chemical components listed.

The Validation column below refers to whether or not a value needs to be included in the text file that is uploaded to Tier II. A particular field value may be optional if you are entering the value via the Tier II filing website, but that same field may need to be represented by some value in the text file.

Note: Items in red have been added to the Pure Chemical and Mixture Chemical record layouts of the File Import Specification. Please note that their addition will slightly alter the column numbering.

· The file should be comprised of records of type: PUR, MIX, CMP, LOC & ADL
· There should be one record per each line in the file (multiple records can not exist on a single line)
· CMP records are associated with the preceding MIX record
· LOC are associated with the preceding MIX or PUR records
· The import file can only consist of chemicals for existing unfiled facilities in the Tier II database which the user submitting the file has Editor or Filer access

Rules for Order of Record Types in an Import File:
· The first record must be of type PUR or MIX
· PUR records must be followed by at least one LOC record
· MIX records with no Trade Secret must be followed by one to eight CMP records, and then at least one LOC record
· MIX records with a Trade Secret must be followed by zero to eight CMP records, and then at least one LOC record
· A LOC record can be followed by another LOC record, the next PUR or MIX record or an ADL record, or can be the last record in the file
· The ADL record is optional. If an ADL record exists for a facility ID, there should only be one ADL record for that facility and it should be the last record for that facility.
· Facility ID's in PUR, MIX and ADL records must be contiguous (so if your first record is for facility 101, all of facility 101's records need to immediately follow, and then you can start with records from another facility ID)
